IV U.S. Foreign Policies

Towards Ukraine

U.S.-Ukrainian relations evolved considerably over time and were characterised by a certain lack of continuity. During the early years of Ukrainian statehood, Washington mainly saw the country in terms of a non-proliferation problem and as a recipient of humanitarian aid. Despite a strong interest in economic reform and consolidation, the paramount U.S. objective consisted in solving the nuclear question. The nuclear weapons Ukraine had inherited from the USSR (a feature it shared with Belarus and Kazakhstan) would set the course for bilateral relations throughout the early 1990s. Once the nuclear problem more or less resolved, Washington began to focus on the non-proliferation of conventional weapons and the conversion of Ukraine's military industry. Subsequently, U.S. attention gradually shifted to more general aspects of economic reform and democracy; still valid to date as anchoring Ukraine in the West, this remains on the agenda, albeit with less intensive commitment than in the questions directly linked to security. The foreign policy tools Washington employed with respect to Kyiv reflect these changing patterns of U.S.-Ukrainian relations.

This chapter sets out to analyse U.S. Ukrainian policies in five sections, retracing the bilateral relationship as events were unfolding. After an introduction to the beginnings of U.S.-Ukrainian relations and the path to the United States' recognition of Ukraine's statehood (IV.1), section IV.2 is dedicated to nuclear non-proliferation. Section IV.3 deals with conventional non-proliferation and Ukraine's accession to the Missile Technology Control Regime (MTCR). The fourth section (IV.4) sets out to present U.S. policies and Ukraine in a wider European context with a special focus on NATO. Section IV.5 discusses events from the Orange Revolution to 2008. Each of these sections is concluded with an analysis of the foreign policy tools upon which Washington relied. Finally, VI.6 sums up these findings.
